The City purchased 61 acres of property from the UP during the 1990s with the goal of creating something that would draw tourists and local into the downtown area. After several proposals, virtually all of that piece of land has no firm development plans. The City Council did make some zoning changes on Fremont Street to allow bars to be closer together in an effort to emulate what some other cites have done like the Gaslamp district of San Diego. Again these changes have failed to have an impact. A very popular activity for tourists is to walk The Strip. Visitors walking The Strip, or just walking between the various resorts and attractions keep the sidewalks busy around the clock. The Tropicana - Las Vegas Boulevard intersection is an example of what has been done to keep pedestrian and vehicular traffic moving safely. Based on the success at this intersection, similar projects have been build further north on The Strip at Flamingo Road and Spring Mountain Road. Construction is strong. New strip casinos take years to build and employ thousands of workers. The same could be said of the housing boom with new home sales around 15,000 units in 2004. With the introduction of Turnburry Towers several years ago, developers discovered that the was a large demand for high end condominiums. At the end of 2004, it was estimated that as many as 80 major condominiums were in various stages of development. Las Vegas has been trying to expand its manufacturing and research base. There have been some positive signs from the recently announced Alzheimer's research center in 2005 to many other businesses. While the cost of housing spiked up over 40% in 2004, the lack of business and income taxes still makes Nevada an attractive place for many companies to relocate to as well as expand into. Being a true 24 hour town, call centers have always seemed to find Vegas a good place to find workers willing to work at all hours. One advantage that Vegas has for a showroom of this caliber is the number of available hotel rooms, with many virtually next to the site. High Point ha to bus the buyers in from remote towns. So the Center is expected to make the visit more productive from the buyers since they will spend much less time getting to the various showrooms. The building is 293 feet (89 meters) high, with 30 floors, five outdoor pools, a 380,000 square foot convention center, the MGM Grand Arena, CBS Television City, and the Grand Spa. The casino at 171,500 square feet is the largest in Las Vegas. A concerted effort has been made by city fathers to diversify the Las Vegas economy by attracting light manufacturing, textiles, banking, and other commercial interests. The lack of any state, individual or corporate income tax, and very simple incorporation requirements, have fostered the success of this effort. Having been late to develop an urban core of any substantial size, Las Vegas has retained very affordable real estate prices in comparison to nearby urban centers. Only rarely are showers seen in Spring or Fall. July through September, the Mexican Monsoon often brings enough moisture from the Gulf of Mexico across Mexico and into the US southwest to cause afternoon thunderstorms. Although winter snows are usually visible from December to June on the mountains surrounding the valley, it rarely snows in Las Vegas itself. On December 30, 2003, the city woke up to 2 inches (51 mm) of snow. It melted the same day as temperatures reached near 50°F (14°C).
